Is bank account necessary for Gst new Registration

Yes you can apply for registration without bank account. Post approval of registration you have to upload bank statement or Cheque copy or passbook first page.

when ur applying for registration u hv to upload in form GSTR-01 PART-B.
if u miss to upload,
u need to upload within 30 days of obtaining registration in non core amendments option
if u forget two chance
u hv to pay fine of rs- 10000

No it's not mandatory . As per Notification 3/2019 CT , Rule 10A inserted , which prescribes that you bank details can be provided within 45 days from date of grant of Registration.

Hence you can apply for Registration without opening account

Bank A/c Not Required For GST Registration.

Requirement of bank account details has been removed at the time of GST Registration.

Now it is required after first login because normally a bank account cannot be opened before commencement of business. 

Bank account details can be added vide amendment of non-core field
