alteration on cash voucher such as amount & a/c code altered by using white ink, is that liable to any criminal offence or just ignore it?

It depends.....on the amount.....level of authority.............type of error rectified and the reason.......
Generally the cash voucher r of nominal amount and thus any alteration with proper authorisation and valid reason is accepted.
