IRN on Advocate reimbursement claim

Dear All,

When an advocate is applicable to raise IRN invoices/e invoice. Now he has raised an invoice claiming reimbursement against arbitration fee paid on behalf of us. Should I ask for IRN number or e invoice from him or not considering this as an reimbursement.

E-invoice is not required because GST will not be charged on the reimbursement of arbitration fees as it comes under the ambit of the pure agency.
