ipcc to atc

My friend is a student of IPCC who registered for IPCC both groups with articles but without ATC(whose fees is 11000)

He cleared his first group of IPCC but  wishes to discontinue this course..

He has completed his3yrs of articleship.

so is there anyway in which he can get the certificate for ATC?

he had NOT selected for IPCC BOTH GROUPS WITH ARTICLES+ATC(whose fees is 12000)

Please let me know all the procedures and details for the same..
