Can someone help?

I have a friend of mine who cleared the CA Foundation Exam way back in 1999. Looking at the new IPCC scheme, does it mean that he can register under IPCC and appear for Group I without having to register for CPT? I guess that is what the eligibility requirements seem to suggest - https://icai.org/post.html?post_id=3923

If any one can confirm, it can be of immense help (Institute is closed tomorrow on account of Republic day and the last day for regn is 31st Jan 09)
