Yes you can underline. During my exam days there were no rule that it will be treated as bad. I think rules are not changed in this regard, though you must go through the rules for getting it confirmed.

Unless it is clearely mentioned in the rules, you can underline the key words as even I underlined in my ISCA exam of CA final and got good marks.
