Yes, You can,
I would like to suugest that while answering the questions keep the answers short, concise and to the point. Just the way its presented in RTP and Practice manual.
But If we underline, some of them were telling it will be malpractice.

Yes you can underline. During my exam days there were no rule that it will be treated as bad. I think rules are not changed in this regard, though you must go through the rules for getting it confirmed.
Unless it is clearely mentioned in the rules, you can underline the key words as even I underlined in my ISCA exam of CA final and got good marks.

Yes of course you can underline to highlight the key points.It would be eye catching to the examiner and helps you to get extra marks.
