Invoice date & dispatch date

No, there is not any rule about date of invoice. But it is clearly stated that goods should be accompanied with Invoice. It means you can not take out excisable material without Excise Invoice. so the date of invoice must be on or before removal date of goods.

Central Excise invoice should be raised at the time of removal of goods only.

It is possible.  Permission is required to use sl no.  You should mention certain details required by Central Excise in your invoice.
