For shifting of registered office within local limits of the City, only a Board resolution will suffice. But how members/other stakeholders will come to know that registered office of the Company is shifted? Is there any compulsion on Company to intimate its members/other stakeholders under company law/other law for shifting of registered office within local limits of the city?

There is nothing as per Companies Law. Your updated address will appear in Public website (ROC) and it is a deemed intimation to all stakeholders.
