What are all the documents to carry along the goods while traveling to other states for line sales ( shop to shop sales on selection and approval basis ) if the goods ( silver jewellery) are exempted from E way bill ?

Eway bill , Invoices relating to GST , not exempt

How to generate invoice without knowing the party and his choices before traveling for interstate line sales ( shop to shop sales on the basis of selection and approval ) ?
Just raise an invoice with estimated value & destination , only solution for this case
