It is necessary to liable GST on inter units stock transfers in the same state in the same area by walkable distance?
Shall only transfer goods by delivery challan? Please clarify.

No. Same reg.no.
Then Sir you can transfer the goods by raising a Delivery Challan. No need to raise Tax Invoice since they are not Distinct Person.
