Inter state sales

I am a dealer registered under VAT and CST in West Bengal. Our supplier's Factory is situated in Tamil Nadu. I have to take material from there and deliver it in Rajasthan to a government organization(unregistered party), which shall provide a waybill/road permit. Can I get the material dispatched directly to the party from the factory, so that I save the transportation cost. Help anticipated.... Thank You.
