Whether Service tax is applicable on life insurance agent commission ? and if yes, can we get refund ?

Service provided by an Insurance agent is covered under reverse charge mechanism and accordingly Insurance company being recipient of service is liable to pay service tax. Individual insurance agents have no liability of service tax
