A taxpayer is registered for 2 services, one is manpower supply other is construction services...there is no business for construction services....can the ITC be claimed for inputs in stock?

Yes, Credit can be availed on input in respect of construction serveice, even if no services is provided in relvent period or even later. ITC shall be utilised whenever you have outward tax liability in respect of construction services.
