One can issue cenvatable invoices only after registration.
Once one is regd as ISD, it shouldbe possible to distribute the eligible credit ( of invoices) prior to registration. The intention of cenvat credit is to avoid the cascading of duty/ tax.
Yes you can distribute credit prior to registration also
The Tribunal has taken a liberal view even in cases there was no ISD registration or delay in taking such registration. Procedures are handmaid of justice and not the mistress of law.
You may refer recent judgment in case of M/s Oil & Natural Gas Corporation Ltd 2015TIOL1571CESTATMUM allowing distribution of credit on invoices received pre-registration as ISD. Time limit of one year in availing credit should be taken care of.
