Input against Sale Return Credit Note

Can we take Input of CGST/SGST/IGST against Credit Notes of sales return of goods or Rate difference Credit Notes issued for current or previous Sales/Supply in the current month's 3-B Return without reducing the liability of current month's supply/Sales ?

means we declare supply in GSTR-1 100+9+9
and issue Credit Notes 10+0.9+0.9

And in 3-B paid tax on 100+9+9
and take input in all other ITC column 10+0.9+0.9 of sales return's Credit Notes plus purchase during the current month 20+1.8+1.8 i.e. Total ITC 30+2.7+2.7

please clarify notification circular or else rules of GST?

Before the Answer I ask a question...

How to You give Credit Note for the Rate difference/ Sales return...?? Against the Sales invoice or Create new number...??
In case of sale return - goods physically returned back and we issue a credit note for the same for 10+0.9+0.9
in case of rate difference settled rate of sale was Rs.5 per unit but we charged erroneously Rs.6 per unit in this case we issued anothe new credit note against Sale invoice 1+0.09+0.09
but in 3-b we paid the total liabilities and taken the input credit in all other credit column without reducing the liabilities.
So, You give credit note against invoice then You give Credit note against the Supplied invoice.
Less the Value in Your Output Tax value...
No need to show it in All other ITC column...
Sir but from 2017-18 to 2020-21 we adopted this method. output tax paid without reducing the liabilities and claimed the input against Credit Note. is it correct? or there is any provision in GST rules to claim the input against Credit Note?

If You are raise Credit Note against sales then it Will be reduce on Sales value.

Why we can't take input when we are not reducing the output tax liability?
input could be taken on purchase tax invoice debit note and on credit note under GST provision.

Download part A and part B of the CGST rules 2017 , from CBIC web site, in part B of the CGST rules ,you will find Form GSTR3B, wherein some instructions were given below the form , so please refer instruction no 1 about Debit note and credit note. while filing  GSTR3B .
