There is nothing wrong with an interpretation. Ever citizen has a right to express their interpretation and stand by it till corrected if it were wrong.
The only thing is that your interpretation is just that - an interpretation not backed by professional experience or standing (assumption made on the title - "Student" in your display profile descripttion) to influence others. It's the same logic that you apply to evaluate address verification - lack of authenticity.
In our country, a lot of stress has been put on verification for marriage brokers, gas connection, mobile sim, landline connection, internet, passport and many more.
With the effect that many assume that they are above questioning if their address is "verified" leading to many in this mindset not giving any importance to how big a disfavour, to put it mildly, they do to the country by not filing their income tax, sales tax or property tax or misrepresenting or falsifying the declaration.
The primary attitude from the school age should be to conform to the system and not to the "verification" processes so deeply embedded into every Indian's life. Such is the obsession with "verification" that very few people even bother to check if the bride or groom pays taxes, which should be the first assessment of an adult that should "verify" their authenticity and honesty and not a "verification" that depends on some neighbour's vouching for who stays at what address. Of course, "verification" through a human is necessary but it should not be any benchmark of authenticity, income tax or tax payment should also be factored in the "verification" and that is when much of the faked driving licences that many youth find it fashionable to obtain by paying bribes to touts can be fixed.
In summary, the income tax intimation document u/s143(c) that contains the residence address of the tax payer should be authentic if the government department like the passport office thinks so because it is inter-departmental. Armchair analysis that sounds logical is only unrealistic expectations like the many analysts in our country who may have never played cricket ever but comment on the game like they know everything 🤷🏻♂️
