Whether ITax TCS u/s 206C(1H) is to be made on GST portion also?

Yes...
TCS will be collect including Tax values. You will collect total bill value...

Ex :
Basic value - Rs. 100
GST Tax. - Rs 18
Total Value - Rs. 118

TCS will calculate on Rs 118/-...
