Income tax return from 2015-16

someone has to file return from FY 2015-16 to 2017-18, is it advisable to file for such period? how much penalty & interest will come if he has non taxable inocome?

Just file return for FY 2017-18 (before July end), as all other possibilities of filing returns of earlier year are closed now.

I believe closing the window for filing previous tax returns is not correct. Window should remain, department should collect information as to why late and impose penalty etc. But closing the online efiling window of prior year returns is not right.
