Dear Sir / Madam.,

A Assessee will be going to file his ITR today (31/03/2018) also he have liability Rs. 3890...

i will go to pay it Online today...

My Query is...

Can I file today the ITR with the Payment Challan...?

Yes... 
After generated CIN you can file ITR with the challan details...
