On priority basis, CAs, 

if not ITPs, a Tax Consultant, even an article assistant would do. 

Priority list differs from person to person, from scenario to scenario. 

Its just my opinion that one should consult a CA for their tax planning and filing., though there are many other profiles in the market doing the task. Let the person may or may not consider.
