Is it possible to file returns for Assessment year 2016-17 and 2017-18 now. if so what is the procedure to file.

No...
In normal provisions No way for filing ITR AY 16-17 and 17-18.

But,
If You have any Refund claim or C/f Loss*** then You can move with condonation delay request to Your ITO/CIT...

I agree with Mr. raja reply... but move your condonation petition before your jurisdictional cit bcoz AO has no powers to condone

Yes... I agreed to You Mr. Rama Krishnan., But, In practically we can't contact / meet directly to Jurisdictionall CIT... So, we will move AO to CIT (The We is not including You)

that era has gone Mr. raja... nowadays you can meet any income tax authorities. instead of addressing the petition to ITO, address it to CIT and submit it in ASK . It'll automatically reach to jurisdictional AO through CIT, JCIT . After that based on AO's report, delay will be condoned or not condoned
