Generally the payer of health insurance get deduction for self , spouse , children and parents.
So husband can't claim it .
If he wants to claim the deduction then support with court case law

Only the proposer of the policy can claim deduction under respective sections

Since payer is spouse on her health . It may not be claimed as deduction for husband under section 80D just because nominee is husband .
As per my view if payment for health insurance is done by assessee for self , spouse , children and parents then only it can be claimed

Is query about clubbing of income ?
Who can ultimately claim. A proposer and who pays the amount.
But here there is no income , so no clubbing provision invokes
