Income tax applicable or not?

Respected Sir/Madam
Person buys raw milk from farmer and sales it after primary packing. Difference between raw milk bought and milk packets sold is his profit in gross sense. Is income tax applicable to him? Or should I consider it as a agriculture income? (In short he is Dudhwala). Is sales tax too is applicable? It is related to FY 16-17. 
Please guide me. Any help will be whole heartedly appreciated.

Income from selling of milk is not considered as an agricultural income and hence not Exempt under Income Tax
Sales Tax / GST can't applicable.
Income tax is applicable....
