if PSU provide office quaters to the employee then how will be taxed in the hand of employee, whether it will be taxed as the perquiste a rent free accommodation?

By office quarter if you mean to say independent work place for carrying out office work then it's not perquisite.

If it's residential quarter then it's definitely a perquisite.
