Foreign company has received Royalty income from Indian Company and Indian company has deducted TDS as per DTAA agreement. According to DTAA provisions TDS should be deucted @ 10% but Indian Company has deducted TDS @ 10.3%. 

Now foreign Company wants to claim refund from Indian Government. But foriegn company does not have any bank account in india. How foreign company can claim refund from Indian government ?

then can claim tax deducted here in return filing there subject to dtaa agreement with india

Means they have to file Return of Income by appointing representative assessee ?

Since its a foreign company, it does not have any PAN.
