Income other than stipend

There is no restriction on why an article cannot earn any other income other than stipend.

One can earn any income.

Income Tax Department will never raise any objection if one earns that income.

However just take care of your agreements with the firm / company where you earning the stipend.

I dont think IT dept will have any issues over earning income other than stipend. But u shud b careful about agreement with ur principle.
