I Own two houses. One in Delhi where I am staying at present and paying EMI for loan taken. Second is in Mumbai which is vacant and I am also paying EMI for same. Can I declare income from both houses as Nil as one is self occupied and second is vacant due to my job being not at Mumbai at present. Therfore can I take deduction for interest paid for the houses. ?

The logic is not acceptable, as you are having one SOP house at Delhi where you have job; so having second house even at Delhi would have also been deemed rented. So difference of Delhi or Mumbai does not change criteria for second house.

Secondly, it is not possible to convince for non-availability of tenant at Mumbai for whole year... so in every case the deemed rental income is liable to be charged...

The attached article will help you in calculating Income from House property.
