Whether GST deducted on TDS by govt. dept. when the other party is unregister person.

Cannot deuctable , deductable from person having GSTIN .
Tds is only applicable for GSTIN number

Government dept would have charged GST under forward charge to unregistered person.
Kindly mention the supply and what is deducted by department ?
TDS - GST is applicable only to person having GSTIN
