Quick Summary
This discussion clarifies whether GST is deducted on TDS by government departments when the recipient is an unregistered person. Generally, TDS under GST is only applicable to entities with a GSTIN. If a government department charges GST to an unregistered person, it's likely under the forward charge mechanism. The applicability of GST TDS depends on whether the supplier has a GSTIN.

Cannot deuctable , deductable from person having GSTIN .
Tds is only applicable for GSTIN number
