In India for less than 182 days, out of India partially on tourist and residence visa = NRI this yr?

Hello,

I had gone to UAE for 30 days in the month of May. I did market survey over there and now interested to do business there by setting up a company in UAE.

Now, if I take a tourist visa again in few days and go to UAE on say October 21st, and there I get residence visa in UAE and do not come back to India throughout this financial year of 2023-24, then will I become a NRI for this financial year, considering I spent less than 182 days in India in this financial year, and got settled with my UAE residence visa for the rest of the year without coming back to India this financial year?

I don't have an expert CA around who can clearly guide me on this.
