Our one client has imported of goods from USA . And paid Igst on import of goods. Can he use ITC against local sale of goods and inter state sale of goods payment liability?

Yes... it can be use any of the outward supplies...
Yes IGST paid on Import can be avail as ITC to set-off your outward supply
