We courier our docs thru a XYZ Courier services to FOREIGN Country..
They raise invoice to our company..
But the problem is they are charging IGST in the service Invoice.. where as our company and their company both are in the same state..
When talk to them, they are refusing to Charge CGST & SGST..
They say, since the docs go out of the country, so IGST is applicable..
Please guide us..

I think you have confirm from Section12 sub section 8 of the IGST Act 2017 .
Yes courier has rightly charged IGST as place of supply in case of export of goods is the place of destination of goods i.e. outside India and hence, IGST to be charged
The courier is right in charging IGST.
For tally you may need to create a separate vendor or separate ledger whichever may be convenient for Export courier
