IGST on Ready Mix Concrete

I am a civil contractor from Tamilnadu, I Purchased RMC from a supplier from Bangalore for some works at the outskirts of Bangalore. At the time of Dispatching the concrete, The RMC supplier called and said that he can only bill with Local GST Number ie) with CGST & SGST. He cant bill with IGST as eway bill cant be generated,

Would like to know

1. whether it is true that GST bill cannot be raised for Local supplies to other state Purchaser (I had a strong feel GST itself was brought to eradicate such issues)

2. what are options to avail input tax credit.
