i had made interstate sale in April-18
but now i came to know that customer is not able to make payment, now i want to pass credit notes for whole amount.
Now question is, can i use this IGST credit against my July-19 intrastate sale. credit note amount is greater than my July-19 month sale.
please suggest....

If you credit note amount is more than your sale you can show it the same in next month where there have sale. Their is no such issue.
But how can I show credit note of interstate sale against intrastate sale in 3b.
in 3b, you can't show negative amounts.

You can not do it. You have to wait till their have igst sale
