we send goods outside India for testing purpose through DHL express .
DHL raise bill on our company name & Charges IGST insted of CGST SGST under other territory .

Yes the treatment by DHL is correct. Id courier services are being provided for goods to be sent outside India then IGST needs to be charged.
IGSt charged on outward supplies out of India.
Which section in GST act for reference
Please refer section 12( 8)(b) of the IGST act 2017 .
