Dear Friend, answers to ur queries are as follows 

No.of papers in IGNOU Bcom  - 6

Condition for getting Degree- IPCC pass, 6 papers of IGNOU pass, 3 years should have been passed since u join IPCC

Last date for admission in Jan 2012 semester - Around 31.12.2012 with late fee

Total fee - Rs. 4800( Examination fess Extra @ Rs. 50 per subject/attempt)

If u join IGNOU for Jan 2012, then u can giv 6 papers of Bcom in Dec 2012. So, u can get the degree by Feb/March 2013 subject to passing of IPCC & 3 years as above
