Yes, you can adopt the said facility and also paid duty and get the refund from excise duty. But you are trader only and how to manufacture the goods without plant.

No,  I am just a TRADER who will buy the product from a MANUFACTURER & sell it to an CUSTOMER ( in this case EOU), i am not going to manufacture,

i would want to buy the product From a Manufacturer Without ED & VAT,   

someone said about CT 3 form, can a TRADER be able to do that type of transaction?

CT-3 is eligible for Trader for buy product for EOU without payment of Excise duty & sales tax.
