Yes you are required to declare HSN , but for inward supply it's not mandatory in term of Press release by CBIC on 3/7/2019
even if the turnover is less than 1.5 crores
If T/O less than 1.5cr then no need or not mandatory.

Yes you are required to declare HSN wise Summary. However, if the turnover is less than Rs. 1.5 crore, not required.
HSN sunmary is mandatory. Whereas it is not required incase the turnover is less than 1 crore

On cbic.gov.in
for t/o above 1.5 cr and upto cr hsn upto 2 digits is to be filed. But on entering two digits no option of entering anything
