HSN code for car audio systems

We are in the business of import and distribution of Car Radio & Car Speakers. 


The HSN code is


Car Speaker: 85182900.

This falls under GST rate of 18%.


However HSN Code 8708 falls under 28%.

HSN 8708 says "  All parts & accessories of Motor Vehicles" 


We therefore need to know if we should invoice under 18% or 28% and similarly at time of import pay IGST @ 18% or 28%. 


Please note end use of our product is for a car even though it can also be fitted in a house ceiling.  Our intention is to sell to the car market only.
