Hra for dependant parents house in the same city

I own a flat and I do not have any home loan on that. So I do not claim any home loan interest or HRA currently.

However, I have rented another flat in the same apartment complex for my dependant parents to stay close to me. I am paying rent on that flat (through bank transfers, so the rent payment transactions are in my bank statement) and I have included my name also in the rental agreement (along with my parents names). I visit and stay at my parents place frequently. Can I claim HRA tax benefit on this flat?

I see conflicting responses. Could you throw more light on why this can or cannot be claimed? I would really appreciate more clarity on this.
