I can claim HRA exemption, if not mention in form 16.
but I have paid rent.

If it's not mentioned on Form 16 than it's ok..
but check your salary slip.. if your salary includes HRA also (i.e you are receiving HRA) than you can claim HRA exemption as per criteria.
