How to revise the "paper returns" filed in f.y.2007-08

Now a days many deductors are receiving the "TDS" Demand Notices from Assessing Officers for the Years from F.Y.2007-08  to  F.Y.2015-16. 

But, Many deductors filed the tds returns in F.Y.2007-08 in PAPER RETURN FORMAT. If deductors revise the tds return in paper format now (becasuse there will non availability of FVU file at tds cpc), TIN Centers are not accepting the Revised Returns in "PAPER RETURN FORMAT"
