How to pay to nhai or rec bond

Hello ,

I am planning to purchase NHAI and REC bond to save capital gain Tax. Capital gain account is in SBI and they are not willing to give cheque .

If I request fro Demand Draft The commission is huge . Now How shall I make the payment .
