How to make application to Pr. CIT??

In reply to a grievance, income tax department has said to make application to Pr. CIT. ( Delhi)
my question is that how can one make application to Pr. Cit ?
is there any option of making application online to Pr. Cit ?
The amount for which assesse seeks application is just Rs. 1200.
is there any procedure online or we have to make application by post???

write a manual grievance application addressed to pr.cit and submit in the"ask" centre either manually or through post

the complete case is:-
The assese haven't filed any return till date, as his income does not exceed exemption limit ( he is a b.com student and teaching part time), TDS of Rs. 1197 was deducted by bank on small FD made by assesee from savings and some tuition income. now the assese wants to claim TDS deducted, but as the time for filling return for Ay 17-18 has lapsed, he is not able to claim TDS .
So assese made a application on grievance portal, on grievance portal he got a reply from department stating to make application to Pr. CIT ( delhi)
Now the question is how to make application to Pr. CIT ????
any help
