Inter State can be identified from the place of registered or permanent address (Can be moveable/transferable).

E.g, if you are doing business from State A (Single Registration in 1 state only) for a Client who is from State B then it comes under Inter State. If you are doing business from State B for a client in State B then its Intra State (Registration in Multiple States).

i am not registered. so in my case if i am permanent resident of Bihar and staying in Delhi and making a data entry service in delhi then what?

You won't be able to raise invoice with Tax if not registered. Incase if you are registered or going to register under Bihar and provide service in Delhi then it comes under IGST but here a Job worker is a supplier of services and will be obliged to take registration only when his turnover crosses the prescribed threshold of 20/10 Lakhs.

so if i am not registered in bihar and doing works in delhi then not required to take registration. i can freely work in delhi for Delhi's clients without any invoice.
are you residing in Delhi? and doing the job work only in Delhi? if yes for both then yes you can but if you are doing the job work even in Bihar then you need to get registered.
Mr. Tauseef.,
You can continue your without registration and without fearing. If you are giving your Delhi address to your principals then no more under GST.
If not you are giving your Night address then you can consider your work under GST....
