how to get refund of fees if payment gat failed

Hi All
I applied for inspection & Revaluation of my photo copy of answer sheet of Nov 2017 exam, I have paid fees Rs 2100 on 1st Feb. 2018 but transaction get failed, amount deducted from my bank account..so I get fee refund, it's already 8days over.i also send mail to Icai. called 100 times but no reply from them.
