how to become tax return preparer,service tax also

This is A.S Hema.Iam a chartered accountant .I want to knowhow to   become a tax return preparer and a service tax return preparer.In 2009 a sheme of strp came up but if i want to become a member now what is the procedure.....

Also tell me what areas of audit,tax or accounting i should choose for my initial practice ...I dont have any relatives or friends in practice and its long since i completed my articleship .Please provide me information for my future action.....
