House property loss

1. According to sec 71 loss from a house, the property can be set it off against any heads of income. Income tax has not specified the sequence (order in which the loss) in which the loss to be set off. Irrespective of the amount of loss under this head maximum amount that can be set off is Rs. 2,00,000. 
2. It is free to the assessee at his discretion to set it off against any heads of income including salary and balance if any shall be carry forwarded for a period of 8 years. However, the carry forwarded loss shall only be set it off against "Income From House Property". 
3. It is to be noted that above loss cannot be set it off against casual income specified u/s 115BB like winning from lottery, crossword puzzles, etc. These are taxed @ the rates specified in force irrespective of the assessee's total income. 
Please correct me if the above solution has an alternative view.
