should honorarium paid to government employees be taxable under salary income?

no exemption is spelt out as such in the act if it is in the nature of allowance it would be taxable 

it is given to employees only once a year...
Also when can we consider it as exempt?

you are using the word Honararium here I presume that it is a monetary gift if that is the case then no exemption for monetary payments if the payments is of non monetary meaning thereby not as cash instead some tv or video player is given then value of that item upto rs 5000 is exempt
