Why Home loans have low ROI with Higher LTV and Mortgage loans have higher ROI with low LTV???

1. Home loans are always subsidized because of RBI regulations.
2. safety factor.
As per the RBI, a home loan is subsidized. That's the main reason behind their low ROI.
