can a company which has be struck off by roc hold agm. if yes then when they can hold agm. who will sign the balance sheet etc notice directors and on which date

A company which is struck off cannot carry on any business in name of company. The company which is struck off does not exist in books of Ministry. Hence, no compliance or other activities are required to be done.
Further, in case one wants to operate under name of company, the company is required to make an application to revive the company.
